Puzzling! They don't have a dog? Or, no dogs allowed? And what's with the date? Was that when the dog went missing?

When the search and rescue teams went into buildings after Katrina, they would put coded marks on the doors indicating that a search had been done, when, and bodies found. I took this photo when we went to the Jazz and Heritage Festival the year after Katrina, when a lot of the code marks were still evident.
